General Guidelines & Rules
1.0 EFL POINTS. In order to qualify for EFL points, a league must contain a minimum of ten independently managed franchises.
2.0 COMMISSIONERS. Each league is to be managed by a commissioner who runs a current franchise within said league.
2.1 COMMISH TRANSFER. If a commissioner desires to transfer his duties to another, or is removed from his position by league decision, the commissioner duties are assigned in default to Mike Gallay or Stacy Shaikin, as they decide amongst themselves. Should another manager desire to be commissioner, the decision will need to be unanimous between Mike and Stacy. In the absence of anyone who desires to be commissioner, and the absence of Mike and/or Stacy in said league, commissioner duties will follow to the highest placing franchise of the previous season.
